Russell Riggs is the Director of Environmental and Sustainability Policy with the National Association of Realtors in Washington, DC. For the past 27 years, Russell has advocated on behalf of Realtors on energy, environment, sustainability, property rights, and natural resource issues before Congress and federal regulatory agencies.

Russell also serves as the Advocacy Liaison to the Realtors Land Institute, the Global and Business Affairs Group and the Resort and Second Home Group.

Prior to his position with NAR, Russell held positions with the U.S. Department of Energy, the National Governors Association and the New Jersey Department of Environmental Protection.

Russell holds a bachelor’s degree from Virginia Commonwealth University, and master’s Degrees from Tufts University and New York University.

He resides with his family in Falls Church, VA.

Evan Liddiard

Evan Liddiard joined the National Association of REALTORS® in 2013 after serving for more than 20 years as senior tax policy advisor to Sen. Orrin G. Hatch (R-Utah), the former chairman of the Senate Finance Committee.

Liddiard had tax practice experience with large and small accounting firms before and after working on Capitol Hill.

He received his undergraduate degree in Accounting from the University of Utah and graduate degrees from The George Washington University (Legislative Affairs) and American University (Taxation).
